REQUEST FOR QUALIFICATIONS ALLEGHENY COUNTY SANITARY AUTHORITY PUBLIC NOTICE The Allegheny County Sanitary Authority (ALCOSAN) is accepting Letters of Interest and Statements of Qualifications from Professional Firms who wish to be considered for the following: Third Party Administrator for Customer Assistance Program (CAP) PROJECT DESCRIPTION ALCOSAN is required by federal and state law to invest in improving the regional system for collecting and treating sewage. With no public money available, paying for these improvements must be incorporated in sewage bills. ALCOSAN is developing a comprehensive program to ease the burden of low income sewage customers as these increases take effect. The selected finn will provide all services necessary to develop and administer a Customer Assistance Program, including but not limited to working with Community Outreach Groups, online applications and an 800 number for potential clients. Interested firms shall submit ten (10) bound paper copies and one electronic copy on a CD in a sealed envelope plainly marked: Statement of Qualifications for Third Party Administrator for Customer Assistance Program (CAP), Allegheny County Sanitary Authority, 3300 Preble Avenue, Pittsburgh, PA 15233, Attention: Suzanne Thomas. All submittals must be received no later than 2:00PM on Friday, May 27, 2016 at the offices of ALCOSAN. Late submittals will not be considered and will be returned unopened.
